Hamlin said Friday that National Salvage asked the department last year for permission to ship trainloads of New York trash to Lineville, Iowa, for transfer to trucks for a 55-mile haul to a Galt, landfill. He said the department decided no transfer permit was needed because trash would go directly from boxcar to truck "and wouldn't even touch the The department was not aware of the Council Bluffs operation, he said, until city officials called Oct.

10 about leakage from boxcars of trash. Hamlin said a department field worker found that the leakage "was not gushing out of the cars." he said the worker had difficulty getting a sample of the leaking liquid. But "because of the firm's and the dripping, we decided expansion going to require a transfer station license," Hamlin said. A National Salvage spokesman has said the liquid is condensation from inside the boxcars. He said the initial decision was to close the operation until a license was obtained, "but our staff attorneys felt that would be difficult to enforce" because no such permit was required at the similar Lineville operation.

Hamlin said when representatives of National Salvage met with him a and department Director Larry Wilson Wednesday and indicated they would seek a state permit, they were told of the continuance decision. Hamlin said the firm has been given 90 days to present a prepared permit application. One of the requirements of the extension is that measures be taken to control the dripping, Hamlin said. He said those measures could include absorbent materials on the floor of the boxcars or use of a plastic floor covering. City Health Director Glenn Jackson said there would be "little we can do if it (the operation) is properly contained and doesn't create a nuisance." TROIA FUNERAL HOME Omaha 342-3655 MEYER FUNERAL HOME Council Bluffs 322-0293 World-Herald Staff Writer Police have raised to about 35 pounds their estimate of how much methamphetamine was seized in Wednesday's police raids on Omaha area Hell's Angels suspected of dealing drugs, a FBI spokesman said Friday.

The drugs are worth more than $3 million, officers have said. "It's an extremely large amount of narcotics for this FBI spokesman Larry Holmquist said. The drugs allegedly were to have been distributed in the Omaha and Council Bluffs area, as well as several other major U.S. cities, Holmquist said. He would not identify the cities.

Sixteen people, many with ties to the Hell's Angels, were taken into custody as a result of the raids. All but one had made initial court appearances by the end of the day Friday. Longtime Members Eleven were named in a federal indictment unsealed Wednesday, and five others face state charges in Douglas County District Court. Several of those indicted were longtime Omaha Hell's Angels, said Capt. Tim Dempsey, a Douglas County sher-, iff's captain who has investigated the groups since virtually the destroy mid-1970s.

Others, Gary Apker, 48, of Waterloo, and Lamont Kress, 42, of 3029 S. 23rd St. in Omaha, are longtime members who also were named in drug-distribution indictments in the early 1980s.

Investigators said shortly after the raids that they had found 25 pounds of methamphetamine powder and $230,000 in cash locked in a basement safe at Apker's residence. The estimate of the amount seized at the Apker residence and other places that were raided was raised to 35 pounds Friday afternoon. Dempsey said the Omaha chapter of the Hell's Angels always has been relatively small, never more than 20 to 25 members. Clandestine Labs Dempsey said the Hell's Angels, one of roughly four major motorcycle groups in the country, is believed to have had a monopoly of the methamphetamine market in the United States since the mid-1970s. Large-volume, high-quality methamphetamine like that seized in this week's raids of several locations in Omaha, Council Bluffs and Valley, Neb.

is manufactured in clandestine laboratories, Dempsey said. Assistant U.S. Attorney Stephen Von Reisen said none of the 11 indicted in federal court are accused of manufacturing the drug. The indictment includes charges of conspiracy to distribute methamphetamine, possession of methamphetamine, money laundering and interstate trafficking in methamphetamine. Ten of the 11 people named in the indictment had been arraigned and pleaded not guilty in federal court by Friday, Von Reisen said.
